am I correct to assume that I can remove the transformer from the diagram and run the mic into the line in on my computer and record both sides of the converation?

If your neighbour is really tapping your phone, just call the police. I'm sure they would be more then happy to stop him.

what is the easy way to tap a phone

our neighbor has a phone tap on my line over 6 years and i do not know how to stop it

he has a police scanner with huge outside antenna

Which circuit are you referring to? The Simple Phone Tap on the circuits page does not have a transformer.

In general I wouldn't recommend connecting anything expensive (ie. computer) to your phone line without an isolation transformer.
