I don't think there's a sure fire way of doing it. If I was making such a system I would use a computer to listen for a "click" as the phone is picked up, then maybe some background noise, then a voice. But as you say all those can be present naturally in the phone system. Around here, all automated messages are preceded by a tone, which is probably there to distinguish them from a real person. Detect that tone.

Are you trying to make telemarketing calls or something?

You are right but there also have a problem. ex. if we dialed wrong number we can here voice record like "The Number You Dialed is Incorrect Please Check the Number and Redial". That message is free of charge. But as your way It will be charge.

You may be able to detect the voltage drop when the other party picks up. The voltage on the line will drop to around 6V.

However this probably won't work with the modern phone system. It's likely that you will need to detect a voice somehow. Maybe look for a few frequencies of audio that are common in a human voice but not included in any of the phone tones and signals?

I usually just say hello....and if i hear hello i think it's connected.....other than that..if its ringing it works.....you'd need to put a detector on something on the inside of the other phone to notice a change in voltage somewhere which triggers a transistor or relay which lights up an led? i have no clue why you are testing this....you'd need to send it through a radio signal back to yourself if your not close to the other....it would help to have more details
