Is there a circuit (or premade part) that can be jacked into a home telephone line that will silently monitor the line. If a PIN number is detected, close a low voltage switch, if no PIN number dected, do nothing ???

Probably, yes.

It would be a simple matter of an off-the-shelf DTMF decoder IC, and either a simple microcontroller or an IC like used in this circuit:
