I'd go with weights you can dump in a hurry. Sandbags with quick-release attachments to the hull, so you can drop the sandbags if you need to rise quickly in an emergency. For normal surfacing you could go with the compressed air idea.

If you have any air in your tanks to release at the initial point of emergency, or any weight to drop, as you rise in the water column, you gain bouyancy. To simplify, if you can go up at all, you will continue....

yea i go with letter A. That is what navy Subs do. The recompress there are by surfacing or raising a snorkel over the water to refill on air. But if the snokel is not made right the compresser can be sucking in water making the sub dive, Might be to a point where it wont come back up.

you would have to carefully monitor it and either a have
A compressor onboard and refill on the surface or
B have a crew replace the tanks with fresh ones

What happens when you run out of air from your tanks? SCUBA tanks would be what you would use, and they don't hold enough air to constantly surface and dive a sub...

well if you use ballast tanks then your sub has to be either heavyier that the water or have nutral boyancy. just because you have a barrel with water in it isnt going to make your sub go down...as for a compressor lowering the internal airpressure of the sub under water would cause it to crumple like a beer can. It would be easier to use a scuba tank for ballast air

Specialist, Al you have to do is have large water tanks (Ballast Tanks) on the side of the sub. Fill those up with water by openings at the bottom of your tanks. Then have a aircompresser with its own compressed air to "Blow" the tanks. If somthing goes wrong just eject the tanks. With this type of sub you can "hover" but this is a harder design. Or you can have Thrust and dive motors. somthing go wrong turn them off or you can go along with BEatonNo1 with his dynamic sub idea. That type is one of the easies ones but you must move constantly unless you want to surface.

well actually what I was thinking of was more like an upsidedown airplane...it has to keep moving forwards to stay under water or it will float to the surface

BEatonNo1 you are talking about dynamic subs. They got many RC subs like that. Specialist you can have water proof motors pulling down and another one for thrust. if a failure go wrong the 2 motor pushing the sub will stop and so the sub floats back up. or have a emergency circuit breaker if the motors keep going down and cant stop

I considered making a diving bell. The plan was to take an old barrel and cut some holes in it for view ports, then cover them with plexi glass. the thing was that I needed some pretty hefty weights to hold it down.
As for making a submarine, I would make it have a positive boyancy, you would have to stay moving to stay under water. That way if there was some horrible catastrophe, I would float up to the surface.
