You can't connect the high voltage of a telephone line to a low voltage USB computer port.
You can't feed analog audio into a digital USB port.

I have a portable MP3 player/recorder that will record audio digitally on its hard drive. It has very complicated electronic circuits to convert the audio into USB digital data.
Wait a minute! Its USB port is for downloading audio digitally, but it can't transfer its data to my computer. It also doesn't have a transformer or something to directly connect it to a phone line.

Have you seen the complicated stuff on a sound card for a pc? You will need to design a circuit as complicated or more to convert audio to USB.
Instead, why not connect a transformer to the phone line and connect the audio output of the transformer to your pc's sound card?

The easiest way to do this would be to buy a USB soundcard and hook the audio part of this circuit to it.(omit the relay):

In order to build a device that converts audio to a useable USB signal you would have to interface an Analog to Digital Converter to a microcontroller. Then you would have to write a driver for the computer so it can understand what is plugged into it. You'l spend much more time, energy, and money doing it yourself as opposed to just buying the part.

Why not just use the computer's soundcard?

The parts are available if you order at least 10,000 of them.
Good-luck.

Another possibility is to just buy a USB voice modem. Problem solved.

A USB voice modem, with the appropriate software, will be able to record phone calls.
