I just finished my new scooter. The motor is a trimlite from a weed eater. It has no clutch. It is 18cc. It is spindle driven with a 3/4 inch spindle out of an electric motor. I used a razor style scooter and a gripshift gear shifter from a bike for the throttle. It also has a key that has to be in the on position to run it so no one tries to steal it. I used normal caliper brakes (I think thats what there called) on the front. There is a 4 inch wheel on the front. And an inflatable 6 inch wheel on the back. The wheel can slide up and down to adjust how close it is to the motor. I made the little frame at the back for the engine and wheels. My next scooter will be at least 30cc chain driven with a clutch. I think I might also build a minibike. The pics are on the link below. I just made the website so it is not that good yet.

That's pretty cool. I personally would have went with a chain drive and clutch from the start, but that's me.
