Lots of homebuilt gas scooters: http://www.tziscooterworld.tk/
Also, there have been many topics here. A search would turn them up.

More? There are hundreds of examples on Tzi's site.
As for your ratio, you're looking at least 7:1. 9:1 will give you better accelleration, but lower top end.

Lol, *IF* your engine had enough torque to turn your wheel at the same speed as the motor then it would do about 517kph at 9000rpm. *BUT* it does not have enough, nowhere near it, never gonna happen, noway. *SO* you need to gear it down to something more reasonable, like aaron said. I'd probably even suggest a higher ratio, like 10:1, even 12:1 and pop some wheelies, whoohoo. At 10:1 with a 12" wheel you are looking at 43kph at 7500rpm, leaning the carb out can get you more rpm but you would be best to know how to plug check and you'd have to run some decent oil.
9:1 @ 7500rpm 48kph 9:1 @ 8500rpm 54kph 10:1 @ 7500rpm 43kph 10:1 @ 8500rpm 49kph 1:1 @ 0000rpm 0kph
16" wheel, 11.5:1 @ 9300rpm = 62kph http://scooters.tziworld.com/motorized/clinton/index.html notice it took him 300m to reach that speed! I'm guessing it took him 34 seconds?, no wheelies for him.
