Would it be hard to rig up a phone with a phone tap that transmits FM in which you could dial in with a radio?

Most of the old Bell phones have lots of empty space in the case. They are fairly easy to find surplus. More modern phones are all electronic, and thus have very small cases with very little room.
Of course, it also depends on what you want to modify...

I plan on buying a phone and just experimenting a lot. I will probably incorporate a bunch of phone and LED projects into it, many from this website.

It should be pretty easy to pick up some old phones cheap. Start dropping in on every garage sale you see. If that doesn't work try Radio Shack or any department store. I think your main concern is not so much what brand as it is to find one that has a lot of room inside for you to run wires and stuff. The old desktop models with a dial and a real bell might be best for fiddling with. They have a sturdy case that you can drill holes in and it won't break, and all the insides are fastened together with screws, so you can just loosen a screw and add your wires anywhere, no soldering even. Also, all the stuff in there is big enough that you can mess with it, these little portable phones are basically a tiny, delicate, little circuit board with an antenna sticking out, easy to break, hard for an amateur to fiddle with. If you are working towards an all tricked out show phone you might want one to make all your mistakes on and another for the final copy after you get it all figured out.
