A CFL needs about 13W to light if it is a 13W bulb. A telephone line can provide maybe only 1W at 25V so it will not light a CFL. A telephone line can light an LED or a few LEDs in series but then the current will cause the line to be busy.
Since your electricity is blacked out for more than half of every day, then you must live on Mars or in a very poor 5th world country. Your telephone system is probably also in pieces. You can try to connect a few LEDs in series with a current-limiting resistor to the telephone line in the correct polarity. The LEDs will be dim.
